understood in the service that the accamila-

-tion of 3 months full-pay leave furnishes

a Civil Servant in a distant Colony with a fund out of which he can defray the costly travelling expenses of a journey to and from England for hiself and wife, before going on a spell of half pay leave.

If therefore the Chief Justice goes for a short holiday during the Dong Vacation, he will, in consequence of the ruling of the Secretary of State, lose so much of the full-pay leave, and it therefore practically forces him to spend the Lone Vacation in the Colony; or else, if he takes 3 months in any 2 years, postponing his long leave for

4 or 5 years, he must take it at a time when

it is manifestly inconvenient to the

conduct of the business of the Court.

(3). The question I desire with respect to submit to the favourable consideration of the

Secretary of State is that he may be pleased to relax the stringency of this mule. I shall content ryself with urging a few reasons only why it is essential that the

Chief Justice should be able to get away for

a few weeks after the extreme heat is over

in order to recuperate, and he fit to take

on the work again in the cooler weather. The strain both physical and mental involved in carrying on Court work through the hot

weather is very great, and by the end of July one's energies are very nearly gone. It is difficult for any one in England to realise what Court work in hot weather is: the only way I can describe it
